Do you know where the name Pyroll comes from?
Industrial Counsellor Reino Uusitalo founded Pyhtään Paperi Oy in 1973. The business idea at the time was to sheet wrapping papers for retail. In 1982, when entering foreign markets, the company wanted an international touch to its name, and so Pyhtään Paperi was modified to Pyhtään Rulla and then further abbreviated to Pyroll.
Since those times, Pyroll has grown steadily to become one of the Nordic region’s leading processors of cartonboard, paper, plastic, and aluminum. Much has happened along the way, but Pyroll still supplies retail with various wrapping papers.

PPWR
The Packaging and Packaging Waste Regulation (PPWR) has applied since 12 August 2026, and its practical implementation and interpretation continue to evolve.
With this notice, we would like to provide our customers with Pyroll Packaging Group Ltd’s current interpretation, particularly regarding packaging compliance, the related responsibilities and the documentation provided by Pyroll to its customers.
The views presented below are based on the PPWR and the currently available guidance on its interpretation. The interpretations may be further clarified as additional guidance is issued by the EU and national authorities.
What does compliance with the PPWR mean in practice?
The PPWR requires the manufacturer of packaging to demonstrate that the packaging complies with the applicable requirements of the Regulation. Compliance is demonstrated through a conformity assessment supported by technical documentation. On this basis, the manufacturer, as defined under the PPWR, draws up an EU Declaration of Conformity (EU DoC) for the packaging.

1. Who is responsible for the EU Declaration of Conformity (EU DoC)?
The requirements concerning the EU Declaration of Conformity are set out in Article 39 and Annex VIII of the PPWR.
- The EU DoC is the responsibility of the manufacturer as defined under the PPWR.
- Under the PPWR, the determination of who is considered the manufacturer depends, among other things, on whose name or trademark the packaging is placed on the market under and according to whose specifications the packaging has been designed.
- If packaging is placed on the market under the name or trademark of the company ordering the packaging, or if the packaging has been designed according to that company’s specifications, for example in terms of size or printing, that company is considered the manufacturer under the PPWR and is responsible for drawing up the EU DoC.
- Pyroll is responsible for drawing up EU DoCs for its own standard packaging. Examples of Pyroll’s standard packaging include standard packaging products sold through our online store.

2. What documentation does Pyroll provide?
Pyroll provides documentation relating to packaging compliance that the company ordering the packaging can use to support its own activities and, where applicable, its conformity assessment under the PPWR.

3. Pyroll FCM DoC – food contact compliance
Pyroll provides customers with an FCM DoC (Food Contact Material Declaration of Compliance) for packaging intended to come into contact with food. The FCM DoC demonstrates compliance with applicable food contact material requirements under the specified conditions of use and, where applicable, includes PPWR-related information on PFAS, heavy metals, recycled content and reusability. The FCM DoC may also support the conformity assessment required under the PPWR. To request a copy, please contact your Key Account Manager.

5. What must the company ordering the packaging do when it is considered the manufacturer under the PPWR?
When the company ordering the packaging is considered the manufacturer under the PPWR, it is responsible for demonstrating the packaging’s compliance with the PPWR.
The manufacturer must:
- collect the information and documentation required for the conformity assessment from packaging suppliers
- carry out the conformity assessment of the packaging
- draw up an EU Declaration of Conformity (EU DoC) for the packaging
- retain the EU DoC and the supporting documentation for the period required by the PPWR
- provide the documentation to the competent authority upon request
- ensure the traceability of the packaging to the relevant documentation.
The FCM DoC and the PFAS and heavy metals statements provided by Pyroll form part of this supporting documentation. Additional documentation relating to the specific packaging and its compliance is also required for drawing up the EU DoC.
6. Traceability
Products supplied by Pyroll are traceable at least at batch level based on the information provided on the pallet or box label.
The manufacturer under the PPWR must also ensure that the packaging can be linked to the relevant documentation and the EU Declaration of Conformity (EU DoC).

7. Interpretation of the PPWR continues to evolve
Several parts of the Regulation are still awaiting further clarification from the EU, or their requirements will become applicable at a later stage in the coming years.
We continue to monitor the development of guidance and interpretations and will update our practices accordingly.
